Functioning of Hill ADCs from Imphal Victor Nunghlung bares fangs at State Govt

ST Victor Nunghlung, MLA of Chandel AC said that functioning of ADCs at Imphal is arbitrary, bias, void, discriminatory and unconstitutional.
In a statement, the MLA said that by virtue of Article 371 C of the Constitution and subsequent order dated June 20, 1972 issued by VV Giri, the then President of India, the District Councils are absolutely within the purview of Hill Areas Committee of Manipur Legislative Assembly.
But members of ADC Chandel are discharging their duties from 2nd MR Imphal without the approval of the HAC.
As per the provisions of the Manipur Hill Areas District Council Act, 1971 and amended Act, 2008 it is mandatory for all members of the elected ADCs to reside and attend office at their concerned districts headquarters where the concerned ADCs are constituted, the MLA said.
Congress ADC members elected mostly uncontested in the 2010 elections were stationed at Imphal and have been function from there.
Nothing has been done for the benefit of the public for that five years.
But after 2015 elections, all the ADC offices of other districts have been functioning at their respective districts as mandated by the Act, Victor said.
However, the present elected members of Chandel ADCs are attending and discharging their duties from Imphal at office building allotted to the State Disaster Response Force Dept at 2nd MR by an order dated Dec 12, 2015 issued by the Joint Secy (TA&H), Govt of Manipur without any just causes, he pointed out.
As such, he demanded the authority concerned to look into the matter and take necessary action as soon as possible in the interest of the public and to prevent further complication of the issue.
Victor warned of taking up necessary action, including legal proceeding if the authority concerned fails to do the needful at the earliest.
Pointing out that TYCM had issued a legal notice to the Chief Secretary in this regard, the MLA urged the Govt to act before an agitation is launched by the public.
