Special Judge POCSO remands rape accused to judicial custody

The Special Judge, POCSO Bishnupur has remanded one raped accused and alleged habitual offender to judicial custody.
The alleged habitual offender identified as Irom Chingkheinganba (27) s/o Irom Brojen of Tangjeng Sabal Maning Leikai Ward No 7, Sugnu was earlier arrested in connection with the present rape case of a minor on July 3 but he was on the run after he had escaped from the lock-up of Bishnupur Police Station in the intervening night of July 12 and July 13 on the pretext of going to toilet.
A team of Bishnupur commandos apprehended him from a river bank, opposite of Athokpam Junior High school at 6:45 pm on August 11 and he brought to Bishnupur police station.
Chingkheinganba was produced before the Court by a team of Women Police Station, Bishnupur along with a prayer for judicial custody remand.
Through an APP, the IO of the submits that the case was registered against the accused based on a complaint lodged by the mother of the victim which stated that her minor daughter was sexually assaulted on July 3 at around 4 pm by an unknown person on the approach road to Omba Garden, Moirang inside a four-wheeler vehicle and later her daughter/victim was abandoned near the INA Complex, Moirang.
The accused also reportedly snatched victim's mobile phone.
The IO further submitted that the accused was arrested on July 10 from Tidim Road near the gate of Bishnupur police station.
On spot interrogation, Chingkheinganba reportedly admitted to have committed the crime of sexually assaulting a minor girl.
He was produced before the Chief Judicial Magistrate, Bishnupur on July 11 and was remanded to police custody till July 18.However, the accused escaped from Bishnupur police lock-up on the pretext of going to toilet at around 1.27 am of July 13.The alleged accused was arrested from Thoubal Athokpam On August 11 evening and was remanded to police custody for five days.
The Court, on perusal of the case record and after hearing the submission of the IO, remanded the accused to judicial custody till August 30.Notably, the accused was out on bail when he raped the minor girl on July 3.Four different cases were registered at different police stations against the accused.
The first case was registered at Sugnu police station under POCSO Act for committing rape of a minor girl on September 6, 2017 and was released on bail on March 1, 2018.The second and the third cases were registered at Kakching police station and Women police station, Imphal East under Immoral Trafficking Prevention Act and POCSO Act respectively.
The fourth case was registered at Yairipok police station under POCSO Act for raping another minor girl on July 3 202 Land was released on bail on December 31, 2021 .
