Departmental probe on into sly appointments

A departmental inquiry has been recommended against Director of Social Welfare, G Seityabati in connection with the appointment of not only an Anganwadi worker with fake certificates under Integrated Child Development Scheme (ICDS) taken up by the Department but also giving her approval to issuing the same appointment order twice in a day.
In connection with the DPC conducted for appointment of Anganwadi workers and helpers under ICDS Thoubal in November, 2009, State Vigilance Commission had taken up a case for further investigation.
During the course of investigation, the Commission stumbled upon the case of an Anganwadi worker who was appointed on the basis of fake certificates and the Director giving her approval to issuing of the appointment order twice in a single day.
In the DPC, recommendations were given for appointment of one N Akashini for Kairenbikhok Lamkhai Anganwadi Centre.
In the documents submitted, Akashini claimed that she passed class X under NIOS, New Delhi in 2003 .
CDPO of ICDS Thoubal N Shyama had submitted the report of the proceeding of the DPC with regard to recommendation for appointment of Akashini for approval to the then Director S Saratkumar.
However the Director did not give his approval following complaint that the certificates furnished by Akashini were all fakes.
However, after Saratkumar retired from service, CDPO N Shyama once again submitted the same proceedings of the DPC related to appointment of Akashini to the incumbent Director G Seityabati during February, 2010 .
Without verifying the educational certificate of Akashini, Seityabati gave her approval to appointment of Akashini as an Anganwadi worker in March last year.
Despite the complaint over the genuineness of the educational certificate of Akashini claiming that she passed class X from NIOS in 2003, the CDPO Thoubal went ahead with issuing two appointment orders on the same day on March 31 last year.
In of the appointment order, the CDPO endorsed that Akashini is a matriculate while in the other a graduate.
Taking serious note of the matter, the Vigilance Commissioner has recommended to the Commissioner of DP to conduct a departmental inquiry against Director Seityabati and CDPO Shyama and remove Akashini from her post.
