Konthoujam by-poll fixed on Feb 14, code of conduct enforced

Announcing the schedule of byelection to Konthoujam Assembly Constituency, which has been left vacant after its sitting MLA and former Speaker of Manipur Legislative Assembly Dr Sapam Budhichandra passed away, the Election Commission of India has fixed February 14 for holding the by-election.
A meeting of the Election Commission of India held at New Delhi today decided to hold the by-election to the Konthoujam Assembly Constituency on February 14 .
The seat of Konthoujam Assembly Constituency has been lying vacant following the demise of its sitting MLA Dr Sapam Budhichandra, who was also the Speaker of the Manipur Legislative Assembly till his last moment.
As decided by the Commission, notification for holding the by-election would be issued on January 21 and the last date for filing nomination papers would be January 28 .
The scrutiny would be done on January 29 .

January 31 has been fixed as the last date for withdrawal of nomination papers.
After the election is held on February 14, the counting of the votes would be carried out on February 17 .
The total number of voters in Konthoujam Assembly Constituency is 28,890 including 12,729 female and 12,163 male voters and the total number of polling stations is 28 .
It may be noted here that the State Government had petitioned the Commission for early conduct of the by-election to Konthoujam Assembly Constituency.
Meanwhile the office of the State CEO has notified that the electoral roll for Konthoujam AC has been revised with reference to January 1, 2001 as the qualifying date.
Electronic Voting Machines will be used, said the CEO and added that Voter's ID Card would be compulsory.
However a voter may be allowed to cast his or her vote if his or her name figures in electoral rolls.
Separate instructions will be issued to allow additional documents for identification of voters at the time of poll in the by election.
The model code of conduct has come into force with immediate effect, said the CEO and added that this applies to Imphal West district in which the whole or any part of the AC falls.
The code of conduct will be applicable to all candidates, political parties and the State Government.
It is also applicable to the Union Government, said the notification.
