Observing that the absence of a full-fledged High Court exclusively for the State has been severely hampering the judicial function of the State, AMBA has urged the State Government to adopt a resolution during the ongoing Assembly session to set up a High Court for Manipur and to pursue the resolution for prompt implementation.
Speaking to reporters today, president of the All Manipur Bar Association Advocate Khaidem Mani disclosed that there are more than 11,000 cases pending in the Imphal Bench of Gauhati High Court.
On the other hand, an exclusive High Court has been set up for Sikkim which is relatively smaller in area as well as population.
There the pending cases are just 26.Reminding that AMBA has been demanding establishment of a High Court for the State since some years back, Mani flayed the indifference of the Union Government.
While sidelining the demand of AMBA, the Union State Minister for Home had given the nod in the Rajya Sabha last year to establish High Courts for the States of Meghalaya, Nagaland and Tripura, he lamented.
Noting that though the capitol project in Tripura and Manipur started simultaneously, Mani said that Tripura has made much progress (96 pc completed) Manipur is lagging far behind.
Recalling that the Capitol Project complex will also accommodate the High Court building, he conveyed his desire to lift restriction on its building, if there is any.
Once the High Court is set up, means and ways may be available to innocent persons detained under NSA to get them freed.
Quoting AMBA register, Mani informed that there are 2000 (approximately) Advocates in the State.
He further suggested that in addition to the single post of Secretary in the Law Department, one more post for Secretary (Judicial) should be created to facilitate judicial functions of the State.
The AMBA president further asked for establishment of Nyay Panchayat Court at the earliest possible time.
