Retired employees still listed in CPIS database: CAG report

Imphal, February 23 2020: A number of employees who had retired from different departments of the State Government are still listed in the computerised information system (CPIS) database, according to a report by the Comptroller and Auditor General (CAG) of India.

It further pointed out that the retired employees could not be removed from the database as there were certain errors at the time of creating the database which is kept at the Directorate of Management Information System (MIS).

The CAG carried out test-check of 12 departments including Forest, Commerce and Industries, Home, CADA, State Academy of Training, Works, Agriculture, Education (S), Education (U), Veterinary, Assembly Secretariat and Revenue Department.

In the course of test-checking 239 employees of 12 departments, many retired employees were found listed in the CPIS database as due termination forms were not submitted to the Directorate of MIS in time.

There are also many employees of Agriculture, Home, Veterinary and Forest Departments whose data have not been updated after they were promoted.

In some cases, updating data of promoted employees were delayed for eight years.

There are cases in which it took up to 44 months in issuing employee identification numbers to direct recruits, says the CAG report.

Employees working in organised services were allowed to draw salaries after they were promoted or transferred even though their data were not updated in the CPIS.

Even as the Finance Department issued an order in September 2009 which directed the Department of Personnel and Administrative Reforms to update CPIS through the Directorate of MIS within one week from the date of issue of order, the CPIS data had not been updated.

The Directorate of MIS has its office on the 3rd floor of the New Secretariat.

However, even though important information are stored in the office, it is not equipped with smoke and fire detection equipment nor fire extinguishers nor water detectors.

But the office has two fire extinguishers which had expired in March, 2012.On checking the dates of joining service of 78,195 employees, it was found that 863 employees joined service even before they reached 18 years of age, the CAG report revealed.

Again out of these 863 employees, 21 joined service earlier to their own dates of birth while the years of joining service and dates of birth are same for nine other employees.
