Hiyanglam by-poll rescheduled to Oct 17

Taking due consideration of the Black Day observed on October 15 by several militant groups in Manipur every year, by-election to Hiyanglam Assembly Constituency has been rescheduled on October 17 .
Speaking to media persons at his office this afternoon, Chief Electoral Officer O Nabakishore said that the by-election has been rescheduled in view of the difficulties likely to be encountered by voters if the polling is held on October 15 which is observed by several militant groups as Black Day.
Counting of votes would be done on October 20.Election notification would be issued on September 20 and the last date for filing nomination papers has been fixed on September 27 .
Scrutiny would be held on September 29 and October 1 would be the last date for withdrawing nomination papers, Nabakishore said.
Incidentally, Hiyanglam A/C has 34 polling stations and 24214 voters including 11888 males and 12326 females.
Each of the polling station would be guarded by a section of Central paramilitary forces and all the polling stations would be declared as hyper-sensitive, informed the CEO.
The entire voting process would be videographed and voters would be verified using the data base of electors available at the CEO's office, he added.
Shamiyana would be put up at all polling stations and drinking water would be arranged for the convenience of the voters.
As the election code of conduct has already come into effect in Thoubal district, relevant authorities have been instructed not to release MP Local Area Development Fund as well as the MLA Local Area Development Fund.
The DC and the SP have been monitoring if any one is violating the election code of conduct, added the CEO.
The by poll is necessitated due to the demise of sitting MLA from the AC M Kunjo.
