In view of members of Manipur Secretariat services Association (MSSA) threatening to cease work from February 18, the State Government has issued a circular instructing top officials of department concerned to ensure the proposed agitation do not affect normal office chores particularly works related to the Budget session of the assembly.
according to the circular issued by the Chief Secretary Jarnail Singh today all Principal Secretaries, Commissioners and secretaries have been advised to take up appropriate measures to negate the MSSA stir plan and its impact.
The top officials have been asked to 'make sure that all the assembly related and other important works are attended to by them in time on priority'.
The notice comes in the back drop of the ongoing Budget Session and assembly related works and with particular emphasis on compulsory requirement of the Secretariat employees attending to their works which would facilitate smooth proceding of the budget session.
"If the members of the MSSA are not attending the works then the Principal Secretaries, Commissioners and Secretaries may take help of other concerned heads of departments and their staff.
In no case the urgent works are to be delayed," the circular affirmed.
Further insisting that keys of important almirahs and files are to be taken over by them (top officials) to ensure related works are not affected, the Chief Secretary's missive also gauranteed adequate deployment of security forces at the three Secretariat Blocks to maintain office decorum and curb acts of arson, if any, by the agitators.
Further reflecting that services of newly recruited Junior MCS officers would be roped in if the need arise, the circular stressed upon GAD to ensure that bill Section/Cash transaction is not effected in the event of the strike prolonging.
Advising the top officials to maintain daily attendance record of staff, weeding out those employees persisting with the proposed agitation and forwarding the information to the Joint Secretary (GAD) for necessary punitive action are the other contents of the circular.
While striking employees would be treated under the 'no work no pay' stricture mere presence in the office without actually attending to the works would not merit salary and emolument, the order cautioned.
The DGP has also been intimated to provide adequate security in the Secretariat and on the main roads so that willing workers are not obstructed from discharging their duties.
