ADC body threatens to stir

Autonomous District Council (ADC) Coordination Committee, Manipur today lashed out at Manipur Government for its failure to devolve power to the ADCs threatening that the committee would go on intense strike unless the Government takes a concrete decision with regard to the matter.
The committee's general secretary Hemjathang talking to reporters here urged the state Government to discuss about handing over of power to the ADCs in the upcoming state assembly session and warned that if failed to do so, it would join hands with the people in the hill and take up serious agitation.
He said that it was unfortunate that the Government was still reluctant to transfer power to the ADCs even after completion of three years since the elections to the councils were held.
Even if the Chief Minister and Governor had made announcements to the public time and again to hand over power to the ADCs which ends their tenure within five years, both the leaders had failed to turn the assurances into action till date, he said.
All the elected 156 members of the six ADCs, who had encountered quite a lot of grave situations amidst threats from various circles for being candidates for the ADC elections and the threats they faced in the post-elections period , have been befooled by the Governor, Hemjathang accused.
Although the state Cabinet has decided to arrange a separate budget for the ADCs, the people have seen it only in the media, he alleged.
Convenor of the committee, M Lanja also expressed unhappiness over the remarks of the Education minister that the RMSA and Sarva Shiksha Abhiyan (SSA) schemes must not be allowed to implement by the ADCs though many Acts mention that on top of the 26 Government Departments, several Central funded schemes may be implemented by the ADCs.
