Association urges proper pay structure

The All Manipur National Health Mission Employees Welfare Association has urged all the authorities concerned to ensure proper increment of salary among the various staff and to resolve any abnormality in the increment to be rectified by November 20 .
A press release issued by the secretary of the association today mentioned that the State Health Society, Manipur is the implementing agency of National Health Flagship Programme National Health Mission in Manipur and after a meeting on May 31 this year, it took up rationalization of pay anomaly of its 2365 staff.
With the task entrusted to a committee, the process was started from June and the new salary structure was passed in an executive meeting on August 31.Further, the new salary structure was implemented from October and enjoyed by the staff of State Programme Management Unit but for the staff posted at the periphery, the new pay structure was not even shared, it alleged.
It continued that the recent salary for State Programme Management Unit was released based on the new salary structure but for the District, Block and other staff it was released based on the old structure.
The most shocking point is State Programme Management Unit released their salary based on new salary structure by taking approval from the Minister of Health & Family Welfare whereas the same new structure was not shared to the periphery staffs under the excuses that formal approval of the Minister concerned was due, the association claimed and added that such instances are extreme discrimination among the Staffs.
Stating that the All Manipur National Health Mission Employees Welfare Association has been requesting for rationalization of the pay anomalies for the last one and half years, it explained that the Ministry of Health & Family Welfare, had advised all the State Health Societies' of the respective States to complete rationalization by giving additional funds since the year 2017-18 .
The new salary structure does not reflect seniority, qualification and terms of reference of the staffs, it stated and explained that there are suspicion that there is favouritism among the staffs.
It continued that the AYUSH staff are not included in this rationalization and their year wise 5 percent increment for the last two consecutive years, is not being considered as of now.
The association then appealed to the authorities concerned to ensure proper increment among the various staff and demanded more increment for the less paid paramedical staff.
Claiming the presence of differences in salary among staff of the same category posted in the State and that of those posted at the periphery the association demanded the abnormalities in the increment to be rectified within November 20 .
Mere negligence of the intention of the staff will invite only strike and non-cooperation from the staffs, it warned.
