Delay in issuance of EWSc certificates causing hindrances to students

Kangleipak Students' Association (KSA) has urged the State Government, particularly the Chief Minister, to look into the pending issuance of certificates for Economically Weaker Sections (EWSs), saying the absence of the certificates has caused many inconveniences to the people, especially the students' community.
The students' body has further urged Manipur University to implement 10 percent reservation to EWSs in all departments as per the amendment of Articles 15 and 16 and insertion of new clauses (6) in the same articles and according to the direction of MHRD.

Addressing a press meet held at KSA Khoyathong Office today, its president Ningthoujam Chetan decried that certificates for EWSs are yet to be issued in the State although Articles 15 (6) and 16 (6) have been amended and inserted clauses (6) in Articles 15 and 16 .
He went on to assert that many students who have been selected in the entrance test of MU under EWSs cannot produce their certificates for EWSs at the time of admission owing to the delay which in turn cause unnecessary inconveniences to the students.
Informing that certificates for EWSs required at the time of admission are being validated only in some selected departments of MU, Chetan further questioned the validity of Central University laws in Manipur University, which is also a Central University and urged its Academic Council, particularly the Administrator to make certificates of EWSs applicable in all departments in admission.
He further urged all relevant institutions and offices to implement the Constitution (One Hundred and Third Amendment) Act, 2019 at the earliest.
Notably, Constitution (One Hundred and Third Amendment) Act, 2019 which introduces 10% reservation for EWSs of society for admission to Central Government-run educational institutions and private educational institutions (except for minority educational institutions) and for employment in Central Government jobs.
The Amendment does not make such reservations mandatory in State Government-run educational institutions or State Government jobs.
However, some States have chosen to implement the 10 % reservation for EWSs.
Currently, the quota can be availed by persons with an annual gross household income of up to 8 lakh.
Families that own over 5 acres of agricultural land, a house over 1,000 square feet, a plot of over 100-yards in a notified municipal area or over a 200-yards plot in a non-notified municipal area cannot avail the reservation.
