ADC Chairman clarifies

Chairman of Chandel Autonomous District Council (ADC) Lukhosei Zou has clarified that the allocation of funds for BRGF is not done unilaterally by the Chairman of DRDA.
Talking to media persons at his office at 2nd MR Complex here today, Lukhosei said that there have been several allegations regarding allocation of funds for BRGF 2013-14 in respect of Chandel district.
The fund allocation is done by a committee called District Planning Committee (DPC) consisting of MP (Outer), MLAs, Chairman of DRDA, DC/Executive Director and SDO/BDOs of the six blocks.
It is clear that neither the Chairman nor any of the members can manipulate the allocation according to one's fancy.
He further said that population alone is not taken into consideration in the allocation of BRGF fund, though it is one of the most important factors.
The main objective is essentially to bridge the critical gap or to meet the pressing deficit-infrastructure in any part of the district.
The DPC/Chandel officially approved the proposals of BRGF Annual Action Plan 2013-14 and the same was sent to the State High Power Committee.
Having thoroughly examined the allocations/proposals and found correct, the Committee in turn sent it to the Ministry of Panchayati Raj, Government of India for proper verification and approval.
After the Ministry found fully justified and accorded formal approval, the annual action plan is sent back to the State Government which in turn sent to the District for implementation.
Such being the long official procedure, correction/rectification at this stage as demanded by the DVC is totally illogical and out of the question, the Chairman clarified.
He also stated that there is block-wise allocation of fund as per the guideline of BADP as well as that MsDP scheme.
Meanwhile, Chandel District JAC on Beneficiaries of BRGF 2013-14 appealed to the State Government to release the pending fund of BRGF 2013-14 at the earliest possible date in public interest.
