Imphal, December 18 2018:
Physical verification of the 20 smart classes constructed at Manipur University before the suspension of Prof AP Pandey has been completed.
Physical verification of the smart classes was carried out by a physical verification committee constituted by the two-member independent enquiry committee which has been probing charges of administrative and financial mismanagement allegedly committed by Prof Pandey as required by the enquiry's term of reference.
Physical verification of the smart classes began on December 13 and it was completed on December 17 .
The physical verification committee examined whether the smart classes constructed at different departments met the specifications given in the work order.
The committee also inspected projectors, wall panels, computer sets, monitors and other equipment.
The smart classes were constructed by Lucknow based ITI Limited.
After the smart classes were constructed, handover and take over agreements were signed with respective heads of departments.
As per documents provided by the ITI Limited, the cost of each smart was around Rs 1.21 crore on the average.
Each smart class should be fitted with two ACs of two tonnes capacity and the cost of each AC is Rs 60,000 but it was already reported that no ACs were installed.
It was also reported that each smart class is to be lit by four LED tubelights instead of eight LED bulbs each as prescribed in the work order.
Even though physical verification of smart classes had been completed, the physical verification committee is yet to submit their report to the enquiry committee.
Nonetheless, it is said that the physical verification report may be submitted by December 20 at the latest.
Notably, even though only 17 smart classes were sanctioned by the work order, liabilities have been paid for 20 smart classes.
The university community has been charging that the smart classes look quite different from the standard models.
