48 Hours Sadar Hills bandh to cut off NH-2

The Sadar Hills Chiefs' Association (SAHILCA) has decided to impose a total 48 hours Sadar Hills bandh from February 7 morning, which will effectively cut off NH-2 or the Imphal-Dimapur route once again.
The bandh has been called on the demand to cancel the order issued by the State Government in 2009 which gives 25 pc to ADCs and another 25 pc to Line departments in MGNREGS implementation.
Another demand is to implement MGNRES project as per the Central Guideline & Rules.
SAHILCA has also demanded the job card holders be compensated for the delayin payment of its due wages.
In pursuance of the meeting held on January 29, a subsequent meeting of SAHILCA was held today at Motbung regarding the implementation of MGNREGS in Sadar Hills.
The meeting deliberated on the February 3, deadline given to the State Government for cancellation of its order issued in 2009.The Sadar Hills chiefs strongly condemned the indifferent attitude of the State Government in this regard.
With the deadline of February 3 expiring, the Sadar Hills chiefs' body unanimously resolved to impose a 48 hour Sadar Hills total bandh from 5 am of February 7 to 5 am of February 9 as the first step of the agitation.
Media persons, essential services like electricity, water supply, religious ceremonies, medical and educational institutions will be exempted from the purview of the bandh.
According to SAHILCA, the second step of agitation will be taken up according to the response of the Government.
The SAHILCA has appealed to all civil societies and individuals to cooperate and support the said total bandh in the interest of the villagers for 'justice sake' .
On January 29, Sadar Hills Chiefs Association (SAHIL-CA) had seriously deliberated on the 'new developments' vis-a-vis guidelines on the MGNREGS.
The executive body members of SAHILCA on January 29 in a meeting had minutely discussed the new developments being initiated by the state government regarding the implementation process of MGNREGS in Manipur.
That January 29 meeting had seriously taken note of the order/guidelines issued by the state government for involvement of the Autonomous District Councils (ADCs) and other line departments in the implementation system of MGNREGS.
As per the order/guidelines issued by the state Government, 25% MGNREGS funds have been given to the ADCs and another 25% to other line departments.
The order/guidelines of the state Government is in total contravention of the MGNREGS guidelines issued by the central Government.
It may be noted that a state Government cannot change or alter the guidelines issued by a Union Ministry.
