Chief Secretary writes to MHA for directing IM to handover Livingstone

The Government for Manipur has written to the Union Ministry of Home Affairs for directing the NSCN (IM) leadership to immediately handover Livingstone Anal, S/S Lt Col of the Naga outfit, who molested film actress Momoko Khangembam during a musical concert at Chandel district headquarters on December 12, to the State authorities for prosecution as per the law of the land.
In his letter to Union Home Secretary PK Singh, Chief Secretary DS Poonia apprised that the incident has been widely condemned by the film fraternity and various other social organizations in Manipur and the matter was brought up in the State Assembly on December 20 during which the Deputy Chief Minister assured the House that the NSCN (IM) cadre will be booked at the earliest.

State Police and Assam Rifles have also been directed to tract and apprehend Livingstone and an indefinite bandh has been imposed from December 22 demanding befitting punishment to the accused NSCN (IM) cadre.
The matter has become very sensitive with a potential to incite ethnic strife.
The public sentiment in Imphal valley was already aroused in view of the demands for 'Alternative Arrangement by UNC and the likely outcome of talks between Government of India and NSCN (IM), the Chief Secretary explained.
"We shall be grateful if the Ministry of Home Affairs can direct the NSCN (IM) leadership to immediately handover Livingstone to the State authjorities for prosecution as per law.
The Army HQ and the Assam Rifles may also be advised to make all efforts to tract Livingstone and to hand him over to the State police as and when is apprehended", the Chief Secretary pleaded.
