Posers over NIOS status BSEM invalidates, Govt 'validates'

Whereas the Board of Secondary Education Manipur (BSEM) has de-recognised the class X certificates issued by the National Institute of Open School (NIOS) since 2003, the Government of Manipur still holds the same documents valid at times of recruitment.
According to an order issued by BSEM on September 15, 2003, recognition given to class X (pass) certificates issued by NIOS were withdrawn with immediate effect.
Subsequent upon the order, students passing out from NIOS were not allowed to study the next courses inside Manipur even though they may go outside the State.
Many are of the opinion that NIOS certificates should not be made applicable for recruitment under the Government of Manipur for the same documents have been already de-recognised by BSEM.
Yet, many of the candidates applying for recruitment of 21 staff nurses and 200 female health workers in the Directorate of Health Services were NIOS students who passed class X from the institute.
In line with the letter no 32/15/2002 M (dt) dated 26/06/2013 sent by the Secretariat, Health Department which allows NIOS passed candidates to apply for the recruitment, the Health Director issued an order on June 27 to this effect.
Given the contradictory position adopted by BSEM and Health Department regarding the validity of NIOS certificates, it is questionable whether the Health Department is authorised to annul orders issued by BSEM.
There may be many controversies and disputes if NIOS passed candidates get selected in the recruitment of 21 staff nurses and 200 female health workers, said a source.
Incidentally, the State Government has not issued any order which prohibits NIOS passed candidates from applying for State Government jobs.
As such, apart from recruitment process of staff nurses and female health workers, many NIOS passed candidates are applying for recruitment of 2000 police personnel.
In sync with the BSEM order, Council of Higher Secondary Education Manipur issued an order on October 21, 2003 banning NIOS passed students from seeking admission in Class XI in schools being run the Council, added the source.
