State facing huge overdraft

With the State Government experiencing huge overdraft of late, appointment of the 'controversial' Parliamentary Secretaries, for which the state Assembly had passed a Bill and the Governor given his assent, still remains a distant dream.
Moreover, all the departmental funds have also been held back for the time being.
According to reliable sources in the state Finance Department, a huge amount of funds had been drained away from the State's account for implementation of Sixth Pay Commission following heavy pressures from government employees.
As a result, State's Account is maintaining 'nil balance' for quite some time now.
The sources further revealed that the actual overdraft amount faced by the State Government is being closely guarded so as not to get leak and reach the ears of general public.
Considering the fact that whole lot of money would have to be spent on Parliamentary Secretaries once they are appointed, the decision for appointment has been delayed by the government.
Sources, however, expressed optimism that since the Central Government provides special funds to backward states situated close to international border and infested with problem of insurgency, Manipur may be receiving Rs 33 crores very soon.
Apart from this, fund from the Central share to all Engineering Departments is expected this month.
The said funds would be deposited in the State account to bail out the state from the impending bankruptcy and to pay away for appointment of Parliamentary Secretaries and also releasing the Departmental funds, sources added.
To tide over the present situation position, discussions are also on to limit the number of tour programmes of Ministers and MLAs, sources disclosed.
