No GTH, GTV in Harup area, deprived of all benefits

It seems that Manipur Government's 'Go to Hills' and 'Go to Village' programme have failed to dawn on the Harup area in Irang Part-II under two assembly constituencies in Kangpokpi District and the area looks as if it is situated in a 'forsaken' land, report our correspondent.
It is also reported that the way to Harup is filled with deplorable and muddy Chawangkining - Gorkha Tapon road which is inhabited by 6000 villagers spanned over 20 villages.
The 13 Km Chawangkining - Gorkha Tapon road was first constructed in the year 1985 and under PMGSY a 8 km road was constructed later to connect with Tujang Waichong via Gorkha Tapon, Harup Khopi and Naga Harup.
With the introduction of MGNREGS, the local populace with various other sources maintained the road on regular basis.
However, in 2017, the local MDC BP Vikas Basnet helped the people financially and also provided one JCB to repair the road but due to lack of proper drainage system the road has been damaged every monsoon season.
An unfortunate incidents have happened in which due to improper road T Pihengbou, chief of Naga Harup succumbed to his illness while rushing him to the hospital on foot in 2004 while similar incident was also happened to Til Maya w/ o Ramesh Thapa of Gorkha in 2006, said Ngampu, Chairman Harup Area Joint Development Committee.
Ngampu continued that literary rate in the area also remained very low as most of the children were compelled to drop from school due to bad road compounded by the non existence of proper school in the area.
The nearest good school for the area is located at T Waichong which is around 9 Km and one at Chawangkining located around 5 Km.
Speaking to the media persons Ngampu said that Harup area seems like a forgotten land as we have been deprived of all benefits including electricity, proper education, health care facilities and most importantly good road.
He also continued that at least seven minor bridges and 3 major bridges are needed to achieve good road in the area apart from concrete drainage along the road while adding that except assistance from the local MDC no other assistance and help have been received from the Government The Chawangkining - T Waichong road via Harup Khopi, Naga Harup and Gorkha Tapon if converted into all seasonal motorable road, the travel time will be less and will also save energy as it is only 20 km from the main IT Road while it is around 30/35 km to T Waichong Sub Divisional Headquarters from the present main IT Road, said Ngampu Ngampu further said that there are five Primary Schools namely Gorkha Harup Sanmane P/S, Harup Khopi P/S, Gorkha Tapon P/S, Kharpani P/S and Rijal Tahal P/S and one High School at Panikheti apart from three aided school namely Singharupa Aided Jr H/S, Thaldara Aided LP School and Timsina Aided LP School and four UJB School under SHADC Kangpokpi namely Harup Naga UJB/S, Naibet UJB/S, Thulochour UJB/S and Tapon Namsan UJB/S.He also said that except UJB School under SHADC Kangpokpi, all other schools in the area are deprived of infrastructures and teachers which has no meaning at all for our children.
He continued that despite tall claimed of Modi Government that all villages in India being electrified, most of the villages in Harup area are deprived of powers and remained in dark till date while adding that not a single health centre existed in the area.
"We have heard about the Government popular flagship program like 'Go to Hills' and 'Go to Village' but in reality we have not experienced even a single 'Go to Hills' and 'Go to Village' benefits in our area till date", claimed Ngampu.
Drawing the immediate attention of the Government, the Harup Area Joint Development Committee Chairman, Ngampu appealed the State Government to convert Chawangkining T Waichong road via Harup Khopi, Naga Harup and Gorkha Tapon into all seasonal motorable road in the larger interest of the people.
Meanwhile, local MDC BP Vikas Basnet, who is also the Executive Member of ADC Sadar Hills, joined the repairing work of the road yesterday and appealed the State Government to introduce a new flagship program under 'Go to Hills' or 'Go to Village' which can particularly focus on village road and education.
He also assured the people of Harup area to provide JCB again to repair the road while urged the State Government to look into the grievances of the people and initiate immediate remedial measures.
