Consultation on NACPIV held

A one-day consultation on National AIDS Control Programme, Phase-IV (NACPIV) was held at MDU Hall yesterday with Deputy Director-TI of MSACS Dr Tomcha Khuman as chief guest and Dr A Jayentakumar and H Diresh as guests of honour.
Jointly organised by community members and partner NGOs, representatives from partner NGOs and community members, people who used drug, MSMs, FSWs, PLHAs and spouses of IDUs, etc attended the consultation.
The main objective of the consultation was to expedite gaps and issues in the last three phases of NACP-IV and bring about realistic recommendations to effectively address HIV and other related issues in NACP-IV in the State of Manipur.
After a thorough discussion by the participants, nine recommendations were also adopted.
The recommendations include to constitute a Technical Resource Group (TRG) for the State of Manipur and to assist TRG, sub-groups from PUDs, MSMs, FSWs and PLHAs be instituted by MSACS; 10 doctors from each district be exclusively trained on HIV/AIDS management and their posting be fixed for at least 5 years in the district (non-transferable); to develop policies on human resource, operation guidelines to suite local context within the framework of National Policy; to develop a feasible M & E and standard guideline to implement TI, to prioritise cross border HIV/AIDS interventions; institute resource centre to suit local issues and representation of community be endorsed in planning, design and implementation of trainings; to develop a gender policy to suit local issues of HIV/AIDS drug and developments; to constitute a high level committee to bring about convergence and implementation of HIV, SRH, TB and other health care delivery programmes in the State to assist the high level committee, representatives from PUDs, PLHAs, MSMs and FSWs be designated by the sub-groups of TRG and lastly MSACS may conduct similar consultations at the district levels to advocate for better co-ordination and co-operation in addressing State health issues.
