MGSF to cease work from Feb 27

Decrying the alleged dilly-dallying tactics of the State Government with regard to their demand for implementation of the recommendations of the 7th Central Pay Commission, the Manipur Government Services Federation (MGSF) has decided to launch an indefinite cease work strike from February 27 .
Notably, State Government employees took mass casual leave on October 25 last year pressing for the same demand.
The State Government is yet to intimate its position even though it has been more than three months since MGSF representatives and Chief Minister N Biren held a meeting on November 14 last year on the employees' demand for the 7th pay.
Although MGSF approached the Secretary to the Chief Minister to arrange an appointment with the Chief Minister no such appointment has been arranged till date, said one functionary of the federation.
The Secretary's non-response is an indication that the Government has marginalised the employees' demand.
As such, State Government employees would launch an indefinite cease work strike from February 27 and it will continue until the Government issues an order to the effect that the 7th pay is paid to State Government employees.
A decision to this effect was adopted at a meeting of MGSF held today at the State Guest House and the same matter has been intimated to the Chief Minister through his Secretary.
The meeting chaired by MGSF president Dr N Rajendra agreed to exempt teaching and non-teaching staff of Education Department in view of the ongoing Class X and Class XII examinations, informed the source.
Notably, a Cabinet meeting held on November 26, 2016 agreed in principle to implement the recommendations of the 7th Central Pay Commission with respect to State Government employees.
The Cabinet meeting further decided to constitute a fitment committee to work out a time frame and other details for implementing the 7th Pay.
Although it was the previous Congress Government which agreed in principle to give the 7th Pay to State Government employees, BJP's election manifesto too promised early implementation of the 7th Pay in case they were elected.
Meanwhile, the fitment committee held another meeting with Chief Secretary RR Rashmi in the chair yesterday.
But it could not be ascertained whether the committee took any decision or made any recommendation to the Government.
Another functionary of MGSF lamented that the fitment committee has been taking too much time.
It has been quite a long time that IAS and IPS officers posted in the State and employees of Manipur Judicial Service have been enjoying the 7th Pay but a vast majority of the employees are still denied the same benefit.
