ADC, Sadar Hills consults village chiefs

To improve the functioning of schools under its administration, Autonomous District Council Sadar Hills under the Chairmanship of Haokholal Hangshing held minute consultation and discussion with village chiefs under ADC Sadar Hills yesterday.
Hundreds of village chiefs across the nine sub divisions of Kangpokpi district under the administration of ADC Sadar Hills participated in the massive consultation program hosted by the Education Sub Committee of ADC Sadar Hills at the top floor of District Council Hall, Kangpokpi DHQs.
Apart from ADC Sadar Hills Chairman, Haokholal Hangshing and Vice Chairman Thangjakam Misao, who is also the convener of the recently constituted Education Sub Committee, all Executive Members and Members of the ADC Sadar Hills attended the consultation program with the chiefs.
Calling upon the village chiefs for maximum help and coordination with the District Council Administration in streamlining the functioning of schools under ADC Sadar Hills, Haokholal Hangshing, Chairman ADC Sadar Hills asserted that after introduction of stringent guidelines, monitoring of teaching and non teaching staff of schools under ADC Sadar Hills has begun as per relevant rules.
He said that all the teaching and non-teaching staff of the schools should be stationed at their respective place of posting and the practice of substitute/proxy teachers shall be dealt accordingly while disbursement of salary shall be based on monthly attendance report certification to be submitted by the Headmaster/Headmistress concerned and countersigned by the Chief/Chairman concerned of the village authority.
Haokholal also said that Name, Photograph, Designation, Home Address and Phone Number of the teaching and non- teaching staff should be displayed in front of the school/office.
The ADC Chairman further said that nominal rolls, bio-metric attendance report and inspection reports for every month have to be submitted to the Chief Executive Officer and prior approval of the Government has to be obtained for utilization of teachers in non-teaching post while monitoring of the said guidelines shall be done by the Deputy Commissioner, who is also the Chairman of District Board of Education jointly with the Chief Executive Officer.
ADC Sadar Hills Vice Chairman, Thangjakam Misao, who is also the Convener of the Education Sub Committee, said that considering the poor performance of Government schools and with a motive to streamline the performance of teachers and functioning of schools under ADC Sadar Hills, Education Sub Committee was constituted on March 20 under the supervision of Chairman Haokholal Hangshing.
He said that a joint meeting with all the teaching and non-teaching staff of ADC Sadar Hills was subsequently held with the District Council Administration for effective streamlining of teachers and schools.
