Works Minister exhorts Engineers

Works Minister Thongam Biswajit Singh inaugurated an orientation programme on Data Collection for Road Asset Inventory Assessment of Pavement Condition and Roughness Data at PWD Manipur conference hall, today.
Addressing the gathering, Biswajit expressed the need for the engineers and officials of all divisions to understand their respective divisions and roads and said that the success of the project lies in the accuracy of the data collected and cooperation of the engineers.
He further stressed on the need for maintaining accuracy in the data collection process stating that it will be of immense help in calculating estimates of projects in the future.
"We need technology to enter the race of development," he said, adding that the world is moving so fast and "we cannot enter the race without science and technology".
He said that politicians alone cannot bring changes in the State and everyone should understand their own responsibilities.
Biswajit said that life without responsibility is meaningless and one should think of individual contribution towards building the society.
Stating that too much negative criticism on social media is unwarranted and uncalled for, the Minister said that criticism should always be there, but it should be constructive criticism.
"We welcome all positive ideas," he said.
The construction of the foot over-bridge will minimise traffic congestion and benefit the pedestrian and this is an achievement of the PWD, he stated.
"Let us work harder to gain more trust from the public," he said urging the young engineers to come up with more innovative ideas to steer the State towards development.
Biswajit also said that authorities concerned should introduce performance based incentives to encourage the officials and staff and asked the engineers and officials of the Department to highlight their grievances to him.
The Minister also welcomed the LEA Associates South Asia Pvt Ltd Representatives.
In his brief speech, Chief Engineer Kh Temba Singh said the State has seen a lot of development over the decades in terms of infrastructure.
"However, we should ask ourselves whether we are able to provide smooth quality roads.
We should improve our performance in proportion to the public expectations," he added.
Today's inaugural function was also attended by Additional Chief Secretary (Works) Dr Suhel Akhtar as guest of honour.
Engineers and other staff of the Department also attended the function.
A technical session was also held as part of today's orientation programme.
Delivering the keynote address during the technical session, SE Y Joykumar said that the LEA Associates South Asia Pvt Ltd was selected and nominated as a consultant for the data acquisition process.
He said that today's orientation programme was organised to sensitise all the division level engineers so that they can guide the consultant properly.
