12 years RI for serial rapist

Ngaineikim Kipgen, Session Judge Bishnupur, sentenced habitual rape convict identified as Kangabam Boby to undergo rigorous imprisonment for 12 years apart from imposing a fine of Rs 50,000 .
The sentence was announced in an open Court today after the sentence hearing of trial case against Kangabam Boby (36) s/o (L) K Dhananjoy of Lourembam, Thoubal district.
During the sentence hearing, the Court heard the submission of APP Dhanakumar Pukrambam for the State and Advocate Y Ramananda, defense counsel of the convict.
The APP submitted that the convict is a habitual rape offender and prayed for awarding maximum sentence while the defense counsel prayed for leniency as the convict is a married man having a family of his own consisting of his wife and two minor children.
The defense counsel further submitted that if the convict is incarcerated for a long time, his minor children will suffer for no fault of theirs as his wife has no source of income and as such she will not be in a position to maintain herself and their children.
After the facts and circumstances as well as the status of the victim girl who is a college going student and taking into the account the fact that the convict was previously convicted for another offence of rape, the Court sentenced Kangabam Boby to rigorous imprisonment for 12 years for rape and 2 years of simple imprisonment for criminal intimidation, along with a fine of Rs 50,000.In default of payment of the fine, the convict has to go another 5 months further imprisonment, the Court ruled.
It may be mentioned that the case began after a complaint was lodged at Bishnupur Women PS by the victim stating that on February 19 last year, at around 10 am, she was waiting for a passenger vehicle when a Maruti car stopped near her and the driver/convict offered to drop her at her college on his way to his Secretariat office.
When the victim declined to enter the car, the convict told the victim that he knew her very well as he was well acquainted with her uncle and her locality.
Later, instead of dropping the victim at her college, she was forcibly raped by the convict after taking her inside a restaurant located at Utlou Awang Leikai.
It may also be mentioned that the said crime occurred while the convict was still on bail in connection with an ongoing trial of another rape case against him before the Court of Sessions Judge Thoubal, in which the convict had raped a victim by forcibly taking her inside a restaurant located at Thoubal Mela ground at around 10.30 am of July 19, 2014 .
2 months after K Boby committed the second rape, Salam Imocha Session Judge Thoubal had sentenced the convict on April 26 to rigorous Imprisonment of 10 years along with a fine of Rs 50,000 for rape and criminal intimidation in connection with the first case.
