NSCN-IM humiliating GoI, charges O Joy

If NSCN-IM was behind the Riha ambush of April 15 on MLA Wungnaoshang Keishing which claimed the lives of eight people, the rebel outfit was openly humiliating the Government of India with which it is under a dialogue process to work out a solution, asserted MLA O Joy.
Speaking at the foundation stone laying function for an open air visitors' gallery at Chajing Kangjeibung Awang Leikai today, the MPP Legislature wing leader strongly condemned the ambush on Wungnaoshang Keishing.
He observed that the programme attended by the MLAs and VIPs lacked proper security arrangement as well as the necessary formalities although the programme was organised by the Assembly Secretariat.
Killing security personnel who were assigned to protect VIPs amounts to inflicting a damaging defeat on the Govt, Joy asserted.
The Riha ambush exposed the Home Department's negligence and inefficiency.
The security personnel assigned to VIPs were not given bullet-proof jackets or other protective gears.
If security personnel are given such protective equipment, the casualty could have been reduced, Joy said.
Assuming that NSCN-IM was behind the ambush on Wungnaoshang Keishing, Joy remarked that if this was the case, then the rebel outfit is making a mockery of the Government of India.

He also questioned as to why the Assam Rifle troops posted near the ambush site did not retaliate and take up immediate measures to pursue the assailants.
Decrying the campaign launched by the Congress-led SPF Govt about the flagship programmes taken up by the UPA Govt, Joy asserted that most of these programmes have flopped in Manipur due to the Congress party's lack of expertise and proper monitoring.
On account of pending case in Court which was filed against the SPF Government, money sanctioned for National Rural Health Mission in Imphal West district has been freezed for the last three years.
It seemed MPCC president Gaikhangam was not aware of the possibility about cancellation of further sanctions because of the inability to utilise the amount sanctioned earlier.
Moreover, Gaikhangam seemed to have little idea that UPA Government's flagship programmes have entered into eighth phase in other States while the same programmes are being entangled in the sixth phase.
Joy further questioned up to what extent people have benefited from the flagship programmes.
The open air visitors' gallery for which foundation stone was laid today would be completed and handed over to the public within a month, he declared.
A sum of Rs 10 lakhs has been released by MAHUD Department for construction of the 200 feet gallery.
In addition to the development works of Chandranadi and Leishang Hiden, the Planning Commission has sanctioned Rs seven crores for the proposed Heibok Bio-Diversity Project, he said.
The Chajing Water Supply Scheme has also been augmented at the cost of Rs six crores.
Old pipes would be replaced by new ones and all roads around Chajing would be black-topped very soon, Joy added.
