9th session of 11th Manipur Legislative Assembly begins

The 9th session of the 11th Manipur Legislative Assembly began today and the three day session will continue till December 20 .
During the first day of the Assembly session, Chief Minister N Biren Singh introduced the Manipur Goods and Services Tax (Second Amendment) Bill, 2019, in the House.
Replying to a call attention motion raised by Opposition members Kh Joykisan Singh and RK Imo Singh, the Chief Minister assured the House that Inner Line Permit (ILP) will be fully implemented by January 1, 2020 .
Biren said that drafting of Rules and Regulations for implementation of ILP is under process and will be completed soon.

The final notification will be published in the Official Gazette, he said, stating that issuance of entry forms will be done through Deputy Commissioners and altogether 7-8 entry points like Mao, Jiribam, Moreh, among others will be opened.
Development of a software for online issuance of entry forms is in the process and once it starts functioning, visitors from outside the State can apply for ILP easily, Biren added.
Regarding penal provisions for visitors without ILP, the Chief Minister said that after thorough study of the penal provisions of neighbouring States where ILP has been enforced already, suitable provisions will be included in the Rules and Regulations.
Expressing satisfaction over the extension of ILP in the State, Chief Minister Biren said that it is due to the relentless efforts of the people of the State, Members of Manipur Legislative Assembly, CSOs, Meira Paibis and political parties that such a regulation has been extended to Manipur by the Centre.
The people should show gratitude to the Central Government for such a step to save the indigenous people, he said, adding that the extension of ILP in Manipur will definitely help in protection of the indigenous people.
Opposition Members Kh Joykisan Singh and RK Imo Singh expressed concern over the detection of increasing number of outsiders in the State.
he two members also urged the Government to work out modalities for prohibiting buying of land by non-natives.
