Following requests from Governor Ved Marwah the Centre has agreed to release funds to unable the State come out of the present financial mess and to overcome the overdraft incurred by the State Government even as the Governor along with the executive Council comprising the two Advisors have decided to give the CBI "blanket authority to investigate the various kinds of offences".
Consequent upon the decision of the Centre to bail the state out the outstanding salaries and pensions for the months of April and May are likely to be paid from next week onwards.
A release issued by the Directorate of Information Public Relations today stated that the decision to rope in the CVI was taken during the first meeting of the Executive Council held today under the Chairmanship of the Governor at Raj Bhavan.
The meeting was held after the arrival of the two advisors, K Ki9pgen and EN Rammohan.
The meeting discussed in detail the financial position of the state and noted that the centre has agreed to release funds to enable the state over come the over draft.
Short and medium term steps to stabilize the economy and financial position of the state was also discussed during the meeting.
The meeting also decided to immediately set up Public Grievances Redressal Cells at the State and district level.
Designated officers will hear the grievances of the public at least one hour daily.
The Executive Council also decided that the four divisions to be created would come under the supervision of four Divisional Commissioners.
They will look after the development and administration of their respective divisions.
Four rages will also be crated for the police and each range will come under the supervision of one DIG.
The Governor has allotted the duty and task to each of the two advisors.
Twenty departments will come under the supervision of K Kipgen while 16 departments will come under the supervision of EN Rammohon.
Among others Kipgen will be in charge of Finance, Planning, Health and Family Welfare, Commerce and Industries.
Law.
Veterinary and Animal Husbandry, CADA, Science and Technology, Social Welfare etc.
the departments to be under the supervision of EN Rammohan include Home, Works, Power, IFC, Revenue, Agriculture, Labour and Employment, PHED, YAS, Vigilance, Forest and Environment etc.
departments which are not allotted to the two Advisors will come under the purview of the Governor.
Meanwhile the State Finance Department has announced that restriction imposed on encashment of cheques and bills of certain categories have been lifted.
According to the Finance Department notification the ban on payment of salaries and arrears upto the month of May, pension and retirement benefits, ration money, medical advances and reimbursement GPF, bills for Raj Bhavan, Assembly secretariat, High Court, MPSC etc, has been lifted.
The RBI clearance will come either tomorrow or the next day.
