Order issued for implementation of UGC pay scale

Imphal, July 03 2021: The long-standing demand for implementation of 7th UGC Pay by the college teachers of Manipur has come to an end after the state government issued an order for the implementation of UGC 7th Pay Scale in the state on Saturday.

In a simple event held at his office's conference hall, education minister S Rajen handed over the government order for the implementation of UGC 7th Pay in the state to the representatives of AMCTA.

Rajen said that the MOU signed between the representatives of AMCTA and FEGOCTA and the government has come into effect and appealed to the agitating college teachers to return to their normal duties as their demands have been met.

Normal online classes should be resumed in the larger interest of the students, the minister informed.

Minister Rajen also recounted that representatives of AMCTA and FEGOCTA met chief minister N Biren Singh on March 6 in the presence of education minister, chief secretary and other high-ranking officials.

During the meeting, six points of modalities for payment of revised pay were agreed upon.

He then disclosed that the date of implementation of the revised pay shall be notionally with effect from January 1, 2016 with actual cash payment from July 1, 2021."There will be no payment of arrears for the period from 01.01.2016 to 31.03.2019 .

Arrears for the period of 01.04.2019 to 30.06.2021 shall be deposited into the respective GPF accounts of the employees which cannot be withdrawn for a period of 3 years or till retirement whichever is earlier," he said.

The Minister explained that for those teachers covered under New Pension Scheme, arrears shall be released in 3 equal instalments, first in July 2021, second in July 2022 and third in July 2023 .

Arrears for de-ceased/retired teachers shall be paid in one time instalment.

An order in that regard has been issued by hr & tech education commissioner M Harekrishna, he informed.

Commissioner M Harekrishna, education (U) director Dr Rangitabali Waikhom, hr & tech education deputy secretary Ch Sachi, AMCTA president and secretary were also present during the event.

Subsequent to the minister's announcement, state's Higher Education Department on Saturday issued an order announcing the revised pay scales of college teachers and other equivalent grades under its jurisdiction.

According to the order issued by commissioner M Harekrishna, the state cabinet took decisions on August 6, 2020 and on March 27 this year regarding the recommendation to revise the pay scales of college teachers and other similar grades.

In accordance to the decisions, the state government has given its approval to implement the 7th Central Pay for college teachers and like grades under the state Higher Education.

As per the revised pay scale and under the Manipur Services (Revise Pay) Rules, 2019, a lecturer will receive a pay matrix of Level-9 (Rs 43,300 - 1,37,000); demonstrator/ tutor will receive pay matrix of Level-12 (Rs 53,100-1,67,800); assistant professor or college librarian (entry level) will receive pay matrix of Level-10 (Rs 57,700-1,82,400) with rationalised entry pay of Rs 57,700, while an assistant professor or college librarian (senior scale) will receive a rationalised pay of Rs 68,900 at academic level-11 and an assistant professor or college librarian (selection grade) will receive a rationalised pay of Rs 79,800 at academic level-12.Meanwhile, an associate professor or college librarian (selection grade) will receive a rationalised pay of Rs 1,31,400 at academic level-13 .

A professor at academic level-14 will receive a rationalised entry pay of Rs 1,44,200; a principal of undergraduate college at academic level-13 A will receive a rationalised entry pay of Rs 1,31,400 with a special allowance of Rs 4,500 per month; a principal of postgraduate college at academic level-14 will receive a rationalised entry pay of Rs 1,44,200 with a special allowance of Rs 6,750 per month.

The order further conveyed that the post of lecturer, demonstrator and tutor will be considered dissolved after vacancy but the remaining will continue to be operational.

With regard to other different academic level entry posts, entry pay of academic level-10 is fixed at Rs 21,600; entry pay of academic level-11 is fixed at Rs 25,790; entry pay of academic level-12 is fixed at Rs 29,900; entry pay of academic level-13A is fixed at Rs 49,200 and entry pay of academic level-14 is fixed at Rs 53,000.The pay matrix is fixed based on the aforementioned academic level, sales and entry pay, it added.
