ATRPFM submits memo

All Tribal Rights Protection Forum, Manipur (ATRPFM) submitted a memorandum to Chief Minister Okram Ibobi to pass a separate budget for Autonomous District Councils (ADCs) of hill districts.
The memorandum said that people of the hill districts have not received any benefit from the Central Government schemes.
Saying that the people of hill areas have the right to take part in the discussion of the State budget through Hill Area Committee (HAC) according to Article 371 (c) Clause 6 of the Constitution, the memorandum said that denial of this right has given a great impact to development works, protection of tribal land, appointment of Primary teachers and development of public health and sanitation facilities.
Urging the Chief Minister to ensure proper functioning of HAC and delegate full power to ADCs, the memorandum demanded that a separate budget for ADCs be passed every year.
