Nine Bills introduced

The first day of the 8th session of the State Assembly today saw 9 Bills introduced, and two resolutions cleared.
The House cleared the withdrawal of the Factories (Manipur Amendment) Bill, 2022, and passed a resolution to enforce the Water (Prevention and Control of Pollution) Amendment Act, 2024 in the State.
In the session, presided by Speaker Th Satyabrata, Chief Minister Y Khem-chand placed the Report of the Comptroller and Auditor General of India on State Finances 2024-2025; Report of the Comptroller and Auditor General of India on General, Social, Economic and Revenue Sectors for the year ended March 31, 2024 .
The CM also placed the Manipur Private School (Registration and Regulation) Rules, 2024; Manipur Town and Country Planning (Sixth Amendment) Ordinance, 2026, and the 11th report of the Business Advisory Committee (BAC) before the House.
The Bills, introduced by the Chief Minister during the session, include The Manipur Town and Country Planning (Sixth Amendment) Bill, 2026; The Manipur Conservation of Paddy Land and Wetland (Third Amendment) Bill, 2026; The Manipur Goods and Services Tax (Tenth Amendment) Bill, 2026; The Manipur AYUSH Council Bill, 2026; The Manipur Right to Business and Investment Facilitation Bill, 2026; The Manipur Shops and Establishments (Regulation of Employment and Conditions of Service) (Amendment) Bill, 2026 and The Manipur Unified (Trade, Shop and Establishment Licensing) Bill, 2026 .
Deputy Chief Minister and Panchayati Raj Minister Nemcha Kipgen, who attended the session via video conference, introduced The Manipur Panchayati Raj (Ninth Amendment) Bill, 2026 .
Home Minister Govindas Konthoujam introduced "The Manipur Fire and Emergency Service Bill, 2026" .
