High Court organises consultation programme on juvenile justice

Imphal, August 29 2026: The High Court of Manipur organised a State level stakeholders' consultation, 2026 on the Juvenile Justice (Care and Protection of Children) Act, 2015, under the theme "A Decade of Implementation and the Way Forward", at the Auditorium of the High Court today.

The consultation was held in the presence of Justice A Bimol Singh, Chairperson, Juvenile Justice Committee, High Court of Manipur, and Justice A Guneshwar Sharma, Member, Juvenile Justice Committee, High Court of Manipur.

The programme commenced with the welcome and keynote address delivered by Justice A Guneshwar Sharma, Member, Juvenile Justice Committee.

This was followed by deliberations among the stakeholders, moderated by Justice A Bimol Singh, Chairperson, Juvenile Justice Committee.

The Consultation provided a common platform for stakeholders associated with the juvenile justice system to reflect on the progress made during the decade of implementation of the Juvenile Justice (Care and Protection of Children) Act, 2015, and to deliberate upon the challenges, opportunities and the way forward.

The discussions emphasised that effective implementation of the juvenile justice framework cannot be achieved by any single institution or agency working in isolation.

The deliberations also provided an opportunity to identify existing challenges and explore practical measures for improving the functioning of the juvenile justice system under the main sub themes namely: Adoption, Rights of Children in Need of Care and Protection, Rights of Children in Conflict with the Law, Preliminary Assessment in Heinous Offences by Juvenile Justice Boards and Ten Years of Implementation of the Juvenile Justice Act: Evidence, Accountability and the Way Forward.

It was recognised that such inter-institutional collaboration is essential at every stage-from identification and production of a child, inquiry and legal assistance, assessment and care, to rehabilitation, restoration, social reintegration and follow-up to ensure that the rights, dignity, safety and best interests of children remain at the centre of the juvenile justice process.

The Consultation culminated with an open discussion on "Reflection on progress, challenges, opportunities & way forward", enabling participating stakeholders to place their views and suggestions for strengthening the juvenile justice system in the State.
