Inaction of Govt peeves DESAM

The Democratic Students' Alliance of Manipur (DESAM) has expressed discontent over the PR Government's prolonged inaction surrounding the Board of Secondary Education Manipur's (BOSEM) alleged paper scam.
In a press release, DESAM questioned if the State authority is trying to suppress the issue of procurement of sub-standard paper by BOSEM to print Class I to X textbooks and answer sheets for HSLC Exam.
According to DESAM, the controversy stems from BOSEM approving the supply of 160 MT of sub-standard paper without any watermark.
The same was subsequently communicated to the relevant authorities.
However, the lack of response and action on the matter has led DESAM to believe that the firm concerned has colluded with certain individuals to perpetrate the "paper scam" .
No statements have been issued and no action taken till date despite appeals to the Governor, Chief Secretary and Commissioner, Education (S) to constitute a high level enquiry committee to investigate the issue, maintained the student body.
As per the tender rules, firms that supply substandard papers which do not meet the required quality standards should be blacklisted.
However, instead of acting on these issues and punishing the wrongdoers, the authorities have reportedly initiated the payment process for the sub-standard papers.
Stating that this is unacceptable to the student body, DESAM said it will submit a memorandum to the Governor and mount pressure on him to address the "paper scam" .
