Protest raised against VC appointment

The recent appointment of Prof Ganga Prasad Prasain as the Vice-Chancellor in-charge of Manipur University has invited trouble with a student body now demanding the Visitor and the Ministry of Education to reconsider the appointment.
Expressing deep dissatisfaction, the Apunba Ireipakki Maheiroi Sinpang-lup (AIMS), in a statement, alleged that the appointment of Prof Ganga Prasad Prasain as the VC has undermined the integrity of Manipur University.
The appointment of Prof Ganga Prasad Prasain of the Department of Commerce, Manipur University, as the new Vice-Chancellor in-charge on May 14 appears to contradict the provisions laid down under Statute 2(6) of the Manipur University Statutes, framed under the Manipur University Act, 2005, said AIMS .
The statute clearly provides that, in the absence of a regular Vice-Chancellor, the charge should be entrusted to the Pro Vice- Chancellor or the senior-most Professor of the university.
Since Manipur University has no Pro Vice-Chancellor, the responsi- bility should have been assigned to the senior-most Professor in accordance with the statutory framework and democratic acade- mic principles, AIMS said.
The appointment of Prof Ganga Prasad Prasain was made by "bypassing" the established statutory provisions, and it has "undermined" the autonomy, transparency, and integrity of the university administration.
"Such arbitrary decisions not only weaken public confidence in higher educational institutions but also create unnecessary controversy and administrative instability within the university," AIMS asserted.
"AIMS strongly demands justice and immediate reconsideration of the appoint- ment process in accordance with the Manipur University Act and Statutes, 2005.We urge the concerned authorities, including the Ministry of Education and the Visitor of the University, to uphold Consti- tutional norms, respect institutional proce- dures, and ensure a fair, transparent, and lawful appointment mechanism," it said.
The body also appealed to all students, teachers, civil society organisations, and intellectuals in the State to remain united in safeguarding the dignity, autonomy, and democratic functioning of Manipur University.
