MHRC seeks report

After registering a suo motu case with regard to the protest staged by the All Manipur Dialysis Patients' Association (AMDPA) on October 31, the Manipur Human Rights Commission (MHRC) has issued a notice to the Commissioner (Health), Government of Manipur to submit a comprehensive factual report on or before November 28, 2025 .
The AMDPA staged the protest demonstration after several private hospitals threatened to halt dialysis services provided under CMHT and PMJAY schemes from November 6, 2025 due to non-payment of pending dues by the Government.
The AMDPA expressed grave concern that discontinuation of dialysis services would endanger the lives of numerous patients who are solely dependent on these Government health schemes for life-sustaining treatment.
The association further stated that the State Government would be held solely responsible for any loss of life arising from such disruption.
Meanwhile, the MHRC has noted that the situation raises a serious issue of violation of the right to life and health guaranteed under Article 21 of the Constitution.
The possible suspension of dialysis services amounts to infringement upon the right to health, dignity and equality of patients, particularly those belonging to economically weaker sections.
Such an interruption, if not urgently addressed, could lead to irreversible human suffering and preventable loss of life, thereby constituting a grave human rights concern, the MHRC said.
It said that the matter involves possible administrative negligence and failure of the State to ensure continuity of essential healthcare services which are fundamental to the enjoyment of the right to life.
The notice issued by the MHRC which directed the Commissioner (Health) to submit a comprehensive factual report said that the report should indicate the current status of CMHT and PMJAY reimbursements to private hospitals, measures adopted to ensure uninterrupted dialysis services pending settlement of dues, the number of patients currently availing dialysis under CMHT and PMJAY and the reasons for delay in payment of claims, along with supporting documentation.
The matter has been listed for further consideration on November 28, 2025, the MHRC said.
