In a letter to Union Home Minister Amit Shah, the Joint Internally Displaced Persons (JIDPS), Churachandpur has appealed for immediate intervention to provide Direct Benefit Transfer (DBT), food security, livelihood support, employment security, compensation for loss of property and permanent housing assistance to the displaced folks from Imphal currently living in Churachandpur.
Highlighting the challenges faced by these IDPs, JIDPS has urged the Union Home Minister to make provisions for free ration or equivalent support from May 2026 to May 2029 at the rate of Rs 150 per head per day as well as a stipend of Rs 10,000 per family per month from May 2026 to May 2029 .
To ensure employment security, JIDPS has demanded reservation/priority consideration for affected IDPs in Government employment schemes.
It has appealed for reservation of proportionate seats for all recruitment conducted in different Government Departments of Manipur during 2023, 2024, 2025 and 2026 where Kuki-Zomi-Hmar community could not participate due to security reasons.
JIDPS has further demanded compensation for their lost property at prevailing market value in accordance with the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 .
It has demanded DBT and other financial assistance for the IDPs for the period from May 2023 to May 2026 .
Stating that the existing Special PMAY-G provision of Rs 3 lakh per household for permanent housing is inadequate, JIDPS has appealed for enhanced financial assistance to ensure sustainable housing for affected families.
It has further urged the Ministry of Home Affairs to issue necessary directions to the State Government for immediate and time bound implementation of the financial assistance and relief measures at the earliest.
According to JIDPS, these measures should be inclusive of all IDPs, including those residing outside formal relief camps.
Demands were also raised to constitute a special monitoring mechanism for transparent and equitable distribution of relief and an enquiry committee at all valley Deputy Commissioners Offices for necessary approval of payment of compensation claims to tribal IDPs displaced from Imphal valley.
