Imphal, September 07 2026: Chief Minister Y Khemchand has stated that the State Government has been working to provide equal assistance to all Assembly Constituencies for taking up developmental projects.

Responding to a query raised by Opposition MLA Okram Surjakumar regarding the phase-wise and district-wise implementation of projects under PWD, PMGSY and CRF funding over the last five years, the Chief Minister said the Government has been working to ensure equal assistance to all Assembly Constituencies in taking up road and infrastructure projects under the Special Assistance to States for Capital Investment (SASCI) .

Khemchand also said that cases pertaining to various PMGSY projects had been withdrawn and that efforts are underway to begin the works.

In a supplementary question, Surjakumar said that the State Government had cancelled several road projects in 2022 .

He maintained that most roads in the State are in a pathetic condition.

Claiming that some Constituencies received greater benefits from the Government in terms of road projects, Surjakumar asked whether road projects could be taken up in other areas with poor road conditions without considering whether they are represented by ruling or Opposition MLAs .

Responding to a calling attention motion raised by Congress MLA K Meghachandra, Khemchand said that the State Public Works Department (PWD) is in talks with the Asian Development Bank (ADB) to continue the Imphal Ring Road project.

In his motion, the Congress leader said he had come across a media report dated July 24, 2026, stating that the ADB would discontinue funding for the Ring Road project.

He also said that the project was conceptualised in 2013-14 and that the proposal to implement it at an estimated cost of Rs 1,660 crore was approved in 2022 .

The MLA further stated that the project has a total length of 51 km and that around 5.6 per cent of the project has been completed.

Meghachandra asked what lapses in the execution of the project had led to the ADB deciding to withdraw its funding.

Responding to the query, the Chief Minister said the Ring Road project was approved in 2020 and that there was no question of losing the Rs 1,660 crore funding committed by the ADB .

He also said that PWD officials had held a meeting with ADB representatives on August 24.The execution of the project had slowed down due to land acquisition issues and the prevailing crisis, he added.

Khemchand said the land compensation issue remains only in the Khurai Ipum Pat area and added that efforts are underway to resolve it.

The State's share of the project is Rs 189.19 crore, he said, adding that Rs 105.70 crore had been released for land acquisition, while Rs 60 crore remains to be released for land compensation.
