Imphal, July 16 2025: Ministry of Road Transport & Highways (MoRTH), Transport Department of Manipur and International Centre for Automotive Technology (ICAT) on Wednesday signed a tripartite agreement for setting up of Inspection & Certification centre (IHMV& ILMV) at Teramakhong village under Lamlai assembly constituency, Imphal East district.

A release issued by Transport director Khumanthem Diana Devi informed that a budgetary sanction of Rs 14,25,00,000 has been approved by the MoRTH with an aim to significantly improve roadworthiness of vehicles, promote eco-friendly practices and ensure compliance with national safety standards.

As per a notification dated September 12, 2023 issued by Ministry of Road Transport & Highways, it is mandated that the fitness testing of all commercial vehicles and Light Motor Vehicles (LMVs) shall be conducted exclusively through Automated Testing Stations (ATS) .

However, in the absence of a functional ATS in the state, the issuance of fitness certificates is currently being carried out manually by the respective district transport officers (DTOs) as an interim arrangement.

As the per the agreement, the state-of-the-art facility will be equipped with automated systems for testing various parameters such as brake efficiency, emission levels, headlight alignment, suspension performance, and chassis condition, among others and is expected to help reduce road accidents, improve air quality and make the testing process fairer and more transparent, she stated.

Once operational, the ATS will cater to both public and private vehicles.

The centre will serve as a major step in strengthening Manipur's transport infrastructure and regulatory framework, the director added.
