Governor urged to address plight of PHED employees

The PHED Workers and Employees' Association urged the Governor to address its demand for granting work-charged status and ensuring rights of casual muster roll employees of the Public Health and Engineering Department, who were excluded from the work-charge conversion process in 1999 and 2002 .
Addressing media persons at Manipur Press Club, here, on Sunday, Associatioh president Sapam Samungou stated that 888 muster roll employees were converted to work-charged status on January 11, 1999, and another eight employees on November 2, 2002, by the Department.
He further informed that the confirmation order for these converted employees, along with others, was issued in 2024, granting them the rights and benefits entitled to regular employees.
However, among those who were excluded from the work-charged conversion process in 1999 and 2002 and continue to remain as casual employees, some have already completed their service period and retired.
Despite this, the Public Health Engineering Department has not taken any steps for the welfare of these muster roll employees, which amounts to a violation of Articles 14, 16, and 39(d) of the Indian Constitution, he added.
Samungou expressed serious resentment that the PHE Department and the authorities concerned have been handling the matter arbitrarily since 1999.He pointed out that these muster roll employees were appointed when the department was fully operational as a formal entity.
As such, he urged the Governor to acknowledge this fact and take necessary steps to grant work-charged status to the casual muster roll employees who were excluded from the conversion process in 1999 and 2002 .
