Organisations write to CM to reassign portfolios

Imphal, March 25 2026:
Organisations including the Indigenous People's Forum, Manipur (IPFM), Foothills Naga Co-ordination Committee (FNCC) and Manipur Naga Youth Organisation (MNYO) have urged Chief Minister Yumnam Khemchand to reassign the portfolios of Tribal Affairs and Hills and Chairperson of Manipur Tribal Development Corporation Limited (MTDC) to a Minister who is stationed in Imphal.
Deputy Chief Minister Nemcha Kipgen, who is currently holding the portfolios, is not stationed in Imphal due to the present crisis, and this is creating challenges in the effective discharge of her duties and responsibilities, said the organisations in a letter to the Chief Minister.

As Nemcha Kipgen is unable to discharge her duties in person in Imphal, it has become difficult for the public and concerned stakeholders to meet her and address important issues related to the department, the organisations said.
The Tribal Affairs and Hills and the MTDC play crucial roles in addressing the developmental needs and welfare of the hill regions and tribal communities.
Under the current circumstances, the absence of the Minister and lack of accessibility is affecting decision-making processes and implementation of necessary measures, the organisations said.
Reassigning the portfolios to a Minister who is stationed in Imphal who can effectively oversee and manage the responsibilities of the department is highly necessary, the organisations said, seeking immediate intervention of the Chief Minister.
