The Thadou Inpi Manipur (TIM) has urged both Central and State authorities to recognize a third category of displaced persons who have received no Government assistance since the crisis began in Manipur on May 3, 2023 .
In a memorandum submitted to Union Home Minister Amit Shah, Chairperson of the Supreme Court appointed Committee on Relief, Rehabilitation and Resettlement of Displaced Persons Justice (retired) Gita Mittal stressed on the urgent need to recognize a third category of displaced persons, particularly Thadou families living outside Manipur who have not received any assistance from either the Central or State Government.
TIM continued that there are genuine victims of displacement excluded from two official categories of Internally Displaced Persons (IDPs) recognised by the State Government.
While displaced persons registered with their respective Deputy Commissioners are classified as Category I or II depending on whether they reside in relief camps or outside, TIM pointed out that there are also individuals who were displaced but have not been recognized or registered as IDPs let alone receive compensation or relief and rehabilitation assistance from either the Centre or the State Government.
The Thadou Inpi further stated that these unregistered displaced persons also fled their homes due to life-threatening violence, suffering the loss of both movable and immovable property, with only a few managing to retain their land.
Calling for the immediate issuance of displacement certificates and the inclusion of these unregistered displaced persons in all relief and rehabilitation frameworks, TIM urged the relevant authorities to acknowledge the resilience of these people who have survived two years in cities such as Delhi, Guwahati, Shillong, Bengaluru etc without any support.
Further stating that many Thadou families were displaced not out of privilege but out of fear and necessity, TIM urged the Government to formally recognise them as IDPs.
TIM enclosed a preliminary list of unregistered displaced Thadou families in the memorandum.
