LPG price hits Rs 2700 in black market

While the number of LPG consumers has declined drastically in the State on account of failure to submit e-KYC forms and failure to make online booking through registered mobile numbers, the price of an LPG refill has reached Rs 2700 in black market in the valley districts.
According to a notification issued earlier by the Ministry of Petroleum, an LPG consumer must mandatorily submit e-KYC and make online booking through the registered mobile number for Delivery Authentication Code (DAC) .
The same notification came into force in Manipur from March 9, 2026 .
Since this notification came into effect, the number of LPG consumers declined drastically as a large number of consumers failed to make online bookings through their registered mobile numbers.
Sources said that the number of LPG consumers who have been making regular booking has declined from around 6 lakhs to just around 3 lakhs since the Ministry of Petroleum's notification came into effect.
Even though the new notification was aimed at streamlining LPG distribution and checking delivery of excess refills to consumers, LPG refills are still available in black markets and the price of one refill has now reached Rs 2700 .
The sources said that LPG agencies or retail outlets have been looking into how LPG refills get leaked to black markets.
They believe that the LPG refills available in black markets are leaked from consumers who submitted e-KYC in time and make regular bookings through registered mobile numbers.
There is also the possibility of certain LPG agencies taking DAC's from their own consumers and selling off refills in black markets instead of delivering the refills to the consumers.
As such, consumers should never share their DAC's with others, said the sources.
On the other hand, there is an exempted category for canteens etc, operating under Government departments and they are given domestic LPG refills.
At the same time, there is a strong suspicion that the LPG refills being sold in black market are leaked from some LPG agencies, said the sources.
