Imphal, June 21 2024:
Veteran politician Okram Joy Singh has said that state BJP's clarification regarding non-invitation of chief minister N Biren Singh to the high security review meeting chaired by Union home minister Amit Shah was invalid, wrong and unacceptable.
Addressing media persons at his Kakwa residence on Friday, O Joy said that President is the head of the Constitution in the parliamentary form of democracy being practiced in the country as well as of the legislature, executive and judiciary.
After the President, Prime Minister is head of the executive in the country.
In the same manner, the Governor is head of the state in parliamentary system of democracy and the chief minister head of executive in the state.
Regarding the high-level security meet on the violence in Manipur chaired by Amit Shah, state BJP clarified that CM Biren did not attend the meet as it was meant for executives only.
Such a contention was uncalled for and totally wrong, O Joy said, adding that CM Biren is head of the executive at present and his non-participation or non-invitation to the security meet was quite wrong.
There could be various reasons for non-invitation of CM Biren to the security meet but such meets never happened in the country's parliamentary history.
It was quite unfortunate that a state's CM was not invited to take part in a high level meet held for discussing security issues of the state, O Joy said, adding that the clarification made in this regard by minister Govindas was intended to either cover up administrative lapses or mislead the people.
