Forum warns against approving bid below schedule rates

The United Senior Citizen Forum 43-Phungyar Kendra along with the people of 25 villages residing along Shangshak-Tengnoupal (NH 102-A) has demanded that any contractors making offers below the schedule rates with regard to the ongoing tender process carried out by the public works department for construction of the road under the sponsorship of Ministry of Road Transport & Highways, should not be awarded the work order in any form.
Addressing press meet held in Imphal on Saturday, Forum secretary David Zimik said that funds were sanctioned for transforming Shangshak-Tengnoupal (NH 102-A) into a two-lane road under the Annual Plan 2024-25 in EPC mode.
In Package-1, Rs 281 crores is to be utilised for construction of the road from zero to 38.7 km, while Package-3 states that around 78.250km to 126.250km of road is to be constructed at a cost of Rs 429 crores.
While appreciating the union minister and the state for sanctioning the funds for the construction works, David said that contractors and companies participating in the tender process should not bid below the scheduled rates or contractor profit margin.
PWD also should not award the tender to any such bidder and hold the same with transparency.
If any such contractor or company is found doing so against the wishes of the people, then the Forum along with the residents of the villages in the area would not allow any work to be executed, he cautioned.
He continued that there is a high probability of such contractors and companies compromising with the quality.
If the department decides to act against the wishes of the people, it would be solely responsible for all the consequences, he warned.
He also appealed for awarding the compensation to the affected landowners before the road expansion work begins.
The press meet was also attended by Lairamphungka headman Ninghor Jajo along with headmen of other villages.
