PK Goel replaces PK Singh as chief secretary

Imphal, July 16 2025:
The central government has appointed senior IAS officer Puneet Kumar Goel as the state's new chief secretary.
Goel, a 1991-batch officer of the Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre of Indian Administrative Service, shall replace Prashant Kumar (PK) Singh, a 1993-batch IAS officer of the Manipur cadre.
The appointment was announced through an order issued by the Ministry of Home Affairs on Wednesday (July 16, 2025) .
PK has now been appointed as secretary of the National Commission for Scheduled Tribes (NCST) in the rank and pay of secretary to the Government of India.

His appointment was approved by the Appointments Committee of the Cabinet, as per a Personnel Ministry order dated July 15 .
"The Appointments Committee of the Cabinet has approved the proposal of Department of Personnel and Training for inter cadre deputation of Puneet Kumar Goel from AGMUT to Manipur cadre, on curtailment of central deputation tenure, for a period up to 31.08.2025 i.e., till the date of his superannuation," said the notification.
PK Singh was posted to Manipur on January 11, 2025, from the Centre, where he was serving as secretary of the Ministry of New and Renewable Energy.
He took over as the Manipur chief secretary following the repatriation of Vineet Joshi, who was appointed as the Union Higher Education Secretary on December 25, 2024 .
Goel, who now steps into the role, was previously serving as secretary of the NCST before being appointed to head the state bureaucracy in strife-torn Manipur.
The reshuffle at the top administrative level comes as the state continues to grapple with ongoing ethnic unrest between Meetei and Kuki communities, which erupted in May 2023 .
The violence has claimed more than 260 lives and displaced thousands, prompting a series of high-level administrative changes in the state.
