Imphal, May 27 2025:
People's Progressive Alliance Manipur (PPAM) submitted a memorandum to the President of India seeking urgent intervention in the ongoing controversy over the May 20 Gwaltabi incident involving the 4th Mahar Regiment erasing the word 'Manipur' from a bus and the escalating crisis in the state.
The PPAM memorandum signed by functionaries of its 17 affiliated organisations outlined several demands including the resignation of Union home minister, Union Defence minister, Governor of Manipur and three top officials of the state including chief secretary, DGP and security advisor.
The memorandum submitted, amidst the widespread public outrage over the Gwaltabi incident of erasing/concealing the 'Manipur State Transport' from a government-owned bus carrying journalists, also demanded specific actions from the President including instruction to the Army and BSF to allow all buses bearing the 'Manipur State Transport' insignia to operate freely on all the state and national highways and recommend opening all national and state highways for the free movement of all communities in Manipur.
While highlighting Manipur's unique historical and constitutional context, the memorandum to the President proposed amendments to the Constitution of India to safeguard Manipur's territorial integrity and acknowledge its distinct status.
Key points outlined in the proposals include exemption of Manipur from Article 3 of the Indian Constitution, Presidential Ordinance affirming territorial integrity of Manipur and incorporation of Manipur's historical status into Indian Constitution.
The memorandum was signed by functionaries of PPAM's affiliated organisations namely Imagi Meira, Meetei/Meitei Tribe Union (MMTU), All Manipur Democratic Students' Organisation (AMDSO), All Manipur Meitei Pangal Clubs' Organisation (AMMPACO), Apunba Awonba Manipur Amagidamak (AAMA), Committee of Peaceful Coexistence, Manipur (CPCM), Committee on Relief & Rehabilitation (CRR), Federal Students' Organisation, Kangleipak (FESOK), Federation of Indigenous People's Democratic Movement (FIDM), Kanglei People Against Narcotics & Psychotropic Substances (Kanglei Panas), Manipur International Youth Centre (MIYC), Minority Students' Association (MSA), Nupi Union For Peace and Integrity (NUPI), United Meitei Pangal Committee (UMPC), Yelhoumee Phurup (YP), Youth Collective Manipur (YCM) and All India Tanzeem-E Insaaf-Manipur (AITI-M) .
