REACTING TO the allegations of the Manipur Director General of Police (DGP) Y.Joykumar that the involvement of underground outfits cannot be ruled out in the murder of Konsam Rishikanta, a junior sub-editor of the Imphal Free Press, Ibungo Ngangom who is said to be the chief project officer-cum-secretary, information and public relations department of the underground Kangleipak Communist Party (KCP) has asserted today that the police department was trying to conceal the involvement of police personnel in the abduction and the consequent murder of K.Rishikanta by trying to point a finger at one Thoithoiba of the Kangleipak Yawol Kanna Lup (KYKL) .
In a press release here on Saturday, the militant leader stated that according to the head of the Crime Prevention and Detection Bureau (CPDB) of the KCP's home department, the police department was trying to conceal the truth of the involvement of security forces personnel in the murder of Rishikanta.
The KCP also suggested that the Hyundai Getz car which was used in picking up Rishikanta might have been the one that was confiscated from one Poirei of Wanghkei in November 2006 by the Imphal West police commandos, added Ibungo Ngangom.
The KCP leader also conveyed that as per a reliable source of the outfit's CPDB, the Hyundai Getz car was being used by the Imphal West police commandos to pick up underground cadres.
Ibungo Ngangom, the project officer cum secretary of the outfit clarified that there was no such group as the KCP (Ibungo Ngangom) and that he was just the secretary of the party's information and public relations department and chief project officer.
Stating further that the party was now existing under a constitution based on merito-democratic centralism, Ibungo informed that the party was headed by its interim president, S.Ningamba Meetei.
Meanwhile, clearing the air about the case of the two engineers of the Regional Institute of Medical Sciences (RIMS), Assistant Engineer Ng.
Robindro of Khurai Thoidingjam Leikai and Section Officer Y.Surjit of Sega Road Takhellambam Leikai, KCP leader Ibungo Ngangom stated that the two RIMS officers were innocent of any charges of corruption practises and that no action would be taken against them.
And as for leaving them behind, Ibungo conveyed that as a fierce battle was going on between their cadres who were armed with pistols only and security forces personnel in a nearby place, their cadres left them behind to help their friends.
However, the chief project officer of the KCP alleged that the senior officials of RIMS including the director, the deputy director, the medical superintendent and the account officer were the most corrupt and stated that they would not be forgiven by the party instead be awarded a benefiting punishment on the party's first opportunity.
Stating that a large amount of money had to be spent just to get appointed as a doctor, a nurse, a lab technician or an attendant at the RIMS, KCP leader Ibungo Ngangom asserted that all this money went into the hands of the top officials of the hospital.
Ibungo Ngangom also clarified that the party had no relations whatever with one Nongdremkhomba of Taothong Lamkhai and one Nando of Khangabok or Raju of Hodam Leirak.
The chief project officer of the KCP also termed the allegations of Dr..YMohen Singh, medical superintendent of RIMS during a press conference on Friday that these individuals being Wanglen Khuman, Ibungo Ngangom and a member of the party as completely baseless.
And as far as Wanglen Khuman is concerned, his real name is Naobicha Singh of Kwakeithel and is now a deserter, informed Ibungo.
The KCP leader also stated that the party would soon contact the medical superintendent of RIMS if he did not know how to contact the party.
