Imphal, December 29 2019:
Congress MLA Kh Joykisan has accepted Chief Minister N Biren's challenge for a debate on the Citizenship Amendment Act (CAA).
Notably, N Biren, while addressing a rally at Kha-ngabok yesterday declared that CAA does not have a para or clause which violates Article 14 of the constitution in any manner.
He also dared a debate if anyone thinks the CAA violates Article 14 .
Speaking to media persons at his Khoyathong residence today, Kh Joykisan said that he is ready for a debate as challenged by the Chief Minister.
He then asked the Chief Minister to fix time and place for the debate.

Opining that the State Assembly would be the most appropriate place for the debate, he urged the Government to convene an Assembly session at the earliest.
If there is any inconvenience in calling Assembly session, the debate may be held at a public place, Joykisan said while urging the Chief Minister to fix a date and specify a venue for the debate.
"Let the people know what I think about CAA and how N Biren sees the amended citizenship law.
It would be right to let people know about the Opposition parties' interpretation of CAA as well as the ruling parties' perspective regarding the Act", Joykisan said.
Accusing the Central Government of unleashing brute force upon protesters against CAA across the country, Joykisan said that one teacher has been suspended in Assam for opposing CAA.
The way anti-CAA protesters are arrested by invoking NSA and their homes raided by sending CBI is nothing but dictatorial, decried the Congress MLA.
"There is no guarantee that the Government would not be planning to detain me for accepting the challenge for a debate on CAA.
It is advisable for the Government to shed its tendency of labelling false charges against people like CPI State Secretary L Sotinkumar and me for speaking against CAA", he continued.
The Government will never succeed in suppressing the people's voice by imprisoning some politicians and individuals for speaking against the CAA.
The people's movement would not subside just because some individuals have been killed.
If the Government is bold enough, anti-CAA and pro-CAA rallies may be organised.
It would give a clear picture of how many people support CAA and how many oppose it, Joykisan challenged the State Government.
He then urged the Government to stop providing security cover to pro-CAA rally while restricting any mass rally against the contentious Act.
He categorically stated that introducing dictatorship in place of democracy is not a good sign.
Those people who have been opposing CAA are indigenous people of the land who are apprehensive that they may be overwhelmed numerically by bigger communities belonging to other States/countries.
People who are supporting CAA are those people who subscribe to the idea of transforming India into a Hindu Nation, Joykisan asserted.
People who subscribe to this idea support CAA while people who believe in secularism oppose the Act, he elaborated.
Even though CAA has been enforced as BJP enjoys majority in the parliament, the voice of opposition has been growing louder and louder across the country, said the Congress legislator.
Talking about the economic condition, Joykisan said that an anti-corruption cell had been opened with a purported objective to eradicate corruption and the names of some people who swindled public money had been declared publicly.
He then asked the Government if it would be able to award befitting punishment to the corrupt officials.
He went on to ask what kind of punishment would be awarded to big officers who were swindling public money to the tune of crores when petty employees have been suspended and imprisoned for accepting bribe of just Rs 500.Asking if the Government has taken up any measures to control the rising prices of essential commodities in the State, Joykisan asserted that the BJP-led coalition Government has failed on all fronts.
The market complex being built at the campus of erstwhile Tombisana High School complex has not achieved any progress from the stage left by the previous Government.
The State Government has fallen in a financial crisis and development is moving backward, Joykisan attacked the Biren Government.
There is one thing which BJP excels from all others.
There is no one who can compete with BJP when it comes to telling lies, deceiving people and churning out false propaganda, he added.
