Electronic driving license rollout aligns with MorTH guidelines, says source

Even as concerns have been raised by some sections regarding the move to implement electronic Driving Licenses (eDL) and electronic Registration Certificates (eRC) for vehicles in the State, a well-placed source clarified that the decision to transition to electronic Driving Licenses (eDL) and electronic Registration Certificates (eRC) for vehicles aligns with Ministry of Road Transport and Highways (MoRTH) guidelines.
The source added that the MoRTH had issued a notification dated November 2, 2018 to allow vehicle owners, drivers, and conductors to produce certificates in either physical or electronic form.
Accordingly, authorities in Manipur had issued a notification for enabling acceptance of DL, RC or any other motor vehicle-related documents in electronic form too in compliance with the Central Government's directives and amendments.
Further, another notification was issued on March 17, 2023 reiterating the acceptance of DL, RC, Permit, Fitness Certificate, PUCC or any other certificate related to motor vehicles in electronic form through Digi Locker & m Parivahan app in the State, the source added.
Accordingly, the authorities in Manipur have been working to implement issuance of eDL and eRC in PDF format, which can be stored digitally in mobile phones and accessed via Digi Locker or m Parivahan mobile apps, The source added that electronic versions of DL and RC are fully valid, securely coded and legally acceptable under the Motor Vehicles Act and Rules.
