Rural Engg Dept clarifies on PMCSY Phase-III issue

Stating that no changes had been made to the Standard Biding Document (SBD), a pan-India document, for the Phase-III works of Pradhan Mantri Gram Sarak Yojana (PMGSY); Rural Engineering Department chief engineer Kh Temba has urged for collective efforts in improving performance of the works being taken up under the central sponsored scheme.
In a press meet held at the conference hall of Manipur State Rural Roads Development Agency (MSSRDA) at Secured Office building on Monday, Temba said that in Manipur, around 2066 works were sanctioned under PMGSY Phase-I, which included 1858 roads and 208 bridges.
The Phase-II began in 2019-20, with 58 works sanctioned including 55 roads and three bridges.
Phase-I was 100 per cent fully funded by the centre, but from 2015, the centre's share was 90 per cent and the state's 10 per cent.
For Phase-III, the central government initially planned to sanction 812 km, but approved only 56 works for 502.24 km.
Of this 56 Works, one was dropped and only 55 works are in plan.
He continued that of the 55 sanctioned works, 51 are Cement Treated Based (CTB) works which incorporates new technology, while the remaining four are to be done in the conventional way.
Contractors who have engaged in the conventional works need to transfer to the new technology, he added.
Pointing out that Manipur is the lowest performing state with regard to PMGSY works; Temba said that efforts were made to improve the earlier system.
As such, there is no issue of denying work to local contractors, involved in works for Phase I & II .
He also clarified that the delay in clearance of the bills is due to the time taken in proper verification of those who executed the work, owing to the low performance of PMGSY .
