JNIMS Workers Union questions Social Security Code implementation in Manipur

The JNIMS Outsource Attendant Workers Union has questioned the implementation of the Social Security Code, 2020, and other labor laws within Manipur, specifically at the Jawaharlal Nehru Institute of Medical Sciences (JNIMS).
The union, affiliated with the All Manipur Trade Unions Council (AMTUC), has raised concerns about the State's Labour Department's effectiveness and the denial of workers' rights.
In a strongly worded release, the union accused JNIMS authorities of denying minimum wages to numerous workers since 2017 and withholding salaries entirely since December 2024.They questioned the coordination - or lack thereof - between the Labour Department at Lamphel and the Secretariat Labour Department.
The union pointed to the unframed rules under the Manipur Shop and Establishment Act (Act No 9 of 2023), which they say has caused massive revenue losses and blocked thousands of workers from essential bank benefits.
With the Union Labour Ministry announcing nationwide rollout of Labour Codes from November 21, 2025, the group demanded clarity on Manipur's status.
The union lambasted the Labour Department's failure to enforce laws like the Minimum Wages Act, asking, "Who's accountable for this mockery of workers' rights, despite repeated notifications?".
"The situation ridicules the notion of workers building the nation while denied fair wages", it added.
The union plans to escalate the matter by writing to the Bharatiya Mazdoor Sangh in New Delhi, urging swift implementation of the Code on Wages in Manipur.
