Oinam Hill PHC bags Kayakalp award for second consecutive year

Defying challenges of staff shortage and limited infrastructure, Oinam Hill Primary Health Centre (PHC) has once again emerged as the best PHC in Senapati district, bagging the prestigious Kayakalp Award for 2025-26 .
Located about 60 kilometres from the district headquarters, Oinam Hill PHC caters to over 30 villages and settlements under its jurisdiction.
Despite its remote location and heavy workload, the PHC has been consistently providing round-the-clock (24X7) healthcare services.
Its activities include conducting free medical camps, immunization drives, data collection, and ensuring regular outreach to far-flung villages.

The PHC is led by Medical Officer-in-Charge Dr Hippolytus Halouni, along with Dr Victor L Peshai and Dr Shanglongla Tao, supported by other healthcare staff.
Their collective efforts have been instrumental in maintaining healthcare delivery standards in the region.
However, the PHC continues to grapple with serious constraints.
Out of seven Primary Health SubCentres (PHSCs) under its coverage, four remain without staff.
The shortage of doctors and nurses remains one of the most pressing challenges.
In addition, the absence of a driver for a donated ambulance has rendered it non-functional, while the lack of a laboratory technician further hampers medical services.
Additionally, the recent conflict situation has exacerbated the staffing crisis.
This latest recognition marks the second consecutive Kayakalp Award for Oinam Hill PHC.
Notably, Dr Halouni has been serving at the PHC since 2014, demonstrating long-term commitment to improving rural healthcare delivery.
The Kayakalp initiative, launched by the Ministry of Health and Family Welfare in 2015, aims to promote cleanliness, hygiene, and infection control practices in public health facilities.
It seeks to ' recognize and incentivize top-performing institutions while fostering a culture of sustained sanitation and quality care.
